निवेश एवं निवेश डिजिटल इकोनॉमी डिवीजन में पांच खंड शामिल हैं, अर्थात। (i) घरेलू निवेश (डीआई) अनुभाग (ii) डिजिटल अर्थव्यवस्था और फिनटेक (डीईएफटी) अनुभाग (iii) विदेशी प्रत्यक्ष निवेश और amp; विदेशी प्रत्यक्ष निवेश (एफडीआई और ओडीआई) अनुभाग (iv) अंतर्राष्ट्रीय निवेश संधियाँ और amp; फ्रेमवर्क (आईआईएफटी) अनुभाग और (v) विदेश व्यापार एवं amp; सेवाएँ (एफटी) अनुभाग।
प्रभाग का अधिदेश
निवेश एवं डिजिटल अर्थव्यवस्था प्रभाग केंद्र सरकार को प्रत्यक्ष विदेशी निवेश, द्विपक्षीय निवेश संरक्षण एवं संवर्धन समझौतों, फिनटेक में अंतर्राष्ट्रीय सहयोग, घरेलू निवेश और सोने/चांदी के आयात/निर्यात से संबंधित विदेशी मुद्रा नीति संबंधी पहलुओं के मामलों में सहायता करता है।
यह प्रभाग वस्त्र मंत्रालय, इलेक्ट्रॉनिकी और सूचना प्रौद्योगिकी विभाग, रसायन एवं पेट्रो-रसायन विभाग, औद्योगिक नीति एवं संवर्धन विभाग, लोक उद्यम विभाग, इस्पात मंत्रालय, वाणिज्य मंत्रालय, भारी उद्योग मंत्रालय और एमएसएमई मंत्रालय के क्षेत्रीय नीतिगत मुद्दों के लिए जिम्मेदार है।

स्वर्ण मुद्रीकरण योजना (जी.एम.एस.), 2015
भारत सरकार ने दिनांक 15 सितंबर, 2015 को अपने कार्यालय ज्ञापन फा.सं.20/6/2015-एफ.टी. के माध्यम से स्वर्ण मुद्रीकरण योजना की घोषणा की। इस योजना का उद्देश्य देश के परिवारों और संस्थाओं द्वारा रखे गए सोने को जुटाना और लाभकारी उद्देश्यों के लिए इसके उपयोग को सुगम बनाना तथा दीर्घावधि में सोने के आयात पर देश की निर्भरता को कम करना है। स्वर्ण मुद्रीकरण योजना में पिछली 'स्वर्ण जमा योजना' और 'स्वर्ण धातु ऋण' योजना शामिल हैं, जिन्हें जी.एम.एस. में संशोधित करके आपस में जोड़ा गया है।

प्रमुख कार्य
- निवेश के क्षेत्र में, प्रत्यक्ष विदेशी निवेश के सभी प्रस्ताव जो स्वचालित मार्ग पर नहीं हैं, उन्हें प्रोसेस किया जाता है और अनुमोदन के लिए प्रस्तुत किया जाता है।
- विदेश में निवेश को सुविधाजनक बनाने के लिए, द्विपक्षीय निवेश संरक्षण और संवर्धन समझौतों पर हस्ताक्षर करने के लिए बातचीत की जाती है। यह विदेशी भारतीय निवेश के लिए अनुकूल माहौल प्रदान करता है और मुनाफे को स्वदेश वापस लाने की सुविधा प्रदान करता है।
- प्रत्यक्ष विदेशी निवेश अन्य मंत्रालयों के संबंध में क्षेत्रीय नीतिगत मुद्दों की भी जांच करता है।

एफडीआई प्रस्ताव अनुभाग
- निम्नलिखित गतिविधियों/क्षेत्रों से संबंधित प्रत्यक्ष विदेशी निवेश के लिए एफडीआई प्रस्ताव/प्रस्तावों की प्राप्ति और प्रोसेसिंग: (i) वित्तीय सेवाएँ जो किसी वित्तीय क्षेत्र नियामक द्वारा विनियमित नहीं हैं या जहाँ वित्तीय सेवा गतिविधि का केवल एक भाग विनियमित है या जहाँ नियामक निरीक्षण के बारे में संदेह है। (ii) किसी कोर इन्वेस्टमेंट कंपनी (सीआईसी) या किसी भारतीय कंपनी में विदेशी निवेश के लिए आवेदन जो केवल अन्य भारतीय कंपनी/कंपनियों की पूंजी में निवेश करने की गतिविधि में लगी हुई है।
- सभी नए और संशोधित एफडीआई प्रस्तावों की प्राप्ति और उनका पंजीकरण
- मामलों की जाँच और संवीक्षा।
- दस्तावेज़ीकरण के स्पष्टीकरण और अद्यतनीकरण के लिए कंपनियों के साथ बातचीत
- संशोधन प्रस्तावों के संबंध में निवेशकों के साथ वरिष्ठ अधिकारियों/माननीय मंत्री की बातचीत के लिए सारांश/संक्षिप्त विवरण तैयार करना।
- प्राप्त एफडीआई प्रस्तावों पर डेटाबेस बनाए रखना, साथ ही प्राप्ति की तिथि, निवेशक और निवेशित कंपनी का विवरण, शामिल विदेशी निवेश की मात्रा और स्वीकृति/अस्वीकृति पत्र प्रदान करने की तिथि जैसे विवरण।
- संसद के प्रश्नों के उत्तर तैयार करने के लिए संबंधित मंत्रालयों/विभागों को प्रासंगिक/मामले से संबंधित जानकारी प्रसारित करने में सुविधा प्रदान करना।
- सरकार के पास लंबित प्रस्तावों पर डीआईपीपी द्वारा बुलाई गई संयुक्त तिमाही समीक्षा बैठक के साथ समन्वय करना, जो सचिव, डीआईपीपी और सचिव, डीईए की सह-अध्यक्षता में आयोजित की जाएगी। राष्ट्रीय उत्पादकता परिषद, निवेश आयोग के साथ समन्वय करना।
- मंत्रालय/विभाग: मेक इन इंडिया, ईओडीबी और स्टार्टअप सहित औद्योगिक नीति और संवर्धन विभाग का क्षेत्रीय प्रभार; लोक उद्यम विभाग और उससे संबंधित मूल्यांकन समिति की बैठकों से संबंधित मामले।

कार्य
- दो टीमें हैं, अर्थात् (i) एफडीआई और ओडीआई नीति टीम और (ii) एफडीआई प्रस्ताव टीम।
- एफडीआई और ओडीआई नीति टीम भारत से बाहरी निवेश, मासिक ओडीआई फैक्टशीट के प्रकाशन, आरटीआई के निपटान और अन्य विविध कार्यों से संबंधित नीतिगत मुद्दों का निपटान करती है।

Major Functions
- On the investment front, all proposals for foreign direct investment which are not on the automatic route are processed and put up for approval.
- To facilitate investment abroad, negotiations are undertaken for signing Bilateral Investment Protection and Promotion Agreements .This provides a congenial atmosphere for Overseas Indian investments and facilitates repatriation of profits back home.

FDI Proposal Section
- Receipt and processing of the FDI proposal/proposals for foreign direct investment pertaining to following Activities/Sectors: (i) Financial services which are not regulated by any Financial Sector Regulator or where only part of the financial services activity is regulated or where there is doubt regarding the regulatory oversight. (ii) Applications for foreign investment into a Core Investment Company (CIC) or an Indian company engaged only in the activity of investing in the capital of other Indian Company/ies.

- Facilitating disseminating relevant/case specific information to the concerned Ministries/Department for preparation of replies to the Parliament Questions.
- Coordinating with Joint quarterly review meeting, convened by DIPP, which will be held under the co-chairmanship of Secretary, DIPP and Secretary, DEA on pendency of proposals with Government. Co-ordinating with and National Productivity Council, Investment Commission.
