Other Multilateral Institutions (OMI) Division

Other Multilateral Division (OMI) Division is responsible for matters relating to Asian Infrastructure Investment Bank (AIIB), New Development Bank (NDB), International Fund for Agriculture Development (IFAD), European Bank for Reconstruction and Development (EBRD), African Development Bank (AfDB), OPEC Fund for International Development (OFID), and Inter-American Development Bank (IDB) and other Multilateral Development Banks (MDBs) & International Financial Institutes (IFIs). As, AIIB, NDB, IFAD have Non-Resident Boards (NRBs), this Division is responsible for day-to-day policy and governance matters and attend the Board of Directors (BoD) and Committee and Board Governors (BoG) meeting. This Division is also responsible strengthening and diversifying India’s projects in AIIB, NDB, IFAD, and OFID. Negotiating, monitoring, and reviewing all loans/projects financed by these MDBs in India are also the responsibilities of this Division. Division also undertakes coordination work and conducts periodical project review meetings and workshops with NDB, AIIB, IFAD and PIAs, and other MDBs in handles budget matters related to the work allotted to the sections and arranging payments of India’s share of annual capital subscription in these MDBs. Division also has the responsibilities of sectoral Ministries/Departments/Organisations viz., (i) Ministry of Women and Child Development (MoWCD), (ii) Department of Rural Development (DoRD) (iii) Department of Water Resources, River Development and Ganga Rejuvenation (DoWR,RD&GR) (iv) Department of Land Resources (DoLR) (v) Ministry of Panchayati Raj (MoPR) (vi) Department of Science & Technology (DoS&T) (vii) Department of Biotechnology (DoB) (viii) Council for Scientific and Industrial Research (CSIR) and (ix) National Commission for Women (NCW) and Sectoral States of (i) Punjab (ii) Haryana (iii) Rajasthan and (iv) Goa.

OMI (AIIB Policy Section)

  • Nomination of India’s Governor, Alternate Governor, Board Director, Alternate Director, Advisors to Director.
  • All Matters relating to Management, Governance, Policy of engagement and coordination of the AIIB
  • All matters relating to Meetings of the AIIB Board of Governors, Board of Directors and its Committee [currently India is Vice Chair in Policy and Strategy Committee (PSC) and Member in Budget, Human Resources and Compensation Committee (BHRC)].
  • Expanding India’s project profile in AIIB with promotion of innovative financing instrument mechanism and local currency financing.
  • Coordination with States, Central Ministries and CPSEs to facilitate availing external assistance.
  • Facilitating Project Preparation Fund and technical assistance particularly for North-Eastern States and Himalayan Sates.
  • Promoting Indian private and public sector participation in AIIB procurement and consultancy services in AIIB funded projects.
  • Conducting Seminars, Conferences, Workshops, etc. to facilitate strategic engagement of Indian public and private sector agencies in MDBs.
