Integrated Finance (IF) Division

Introduction

Integrated Finance Division (IFD) works under Additional Secretary/ Joint Secretary & Financial Adviser (Finance) and tender advice on financial matters. Budgetary proposals relating to DEA Grant, laying in Parliament the Detailed Demand of Grants and Output Outcome Monitoring Framework of Ministry of Finance etc. falls under the domain of the Division.

Mandate

  • Tendering advice on financial matters, concurrence to proposals involving expenditure and exercising expenditure control and management
  • Scrutiny of foreign deputation proposals
  • Budget formulation of DEA Grant, preparation of BE/ RE and Supplementary demands for grants, final requirements, surrender of savings, re-appropriation, preparation of appropriation and finance accounts
  • Compilation, printing and laying in Parliament of the Detailed Demand for Grants (DDG) and the Output Outcome Monitoring Framework (OOMF) of the Ministry of Finance
  • Matters relating to Demands for Grants before Standing Committee of Parliament on Finance
  • Compilation, printing and laying in Parliament of the Statement made by the Hon'ble Finance Minister regarding status of implementation of recommendations of the Standing Committee of Parliament on Finance’s Report on Demands for Grants of MoF
  • Monitoring of progress of settlement of C&AG audit paragraphs and PAC recommendations in respect of grants/ appropriations of DEA, Interest Payment and Repayment of Debt
  • Arranging monthly meeting of Standing Audit Committee to review pending status of PAC/ CAG audit paras

The IF Division is headed by the Financial Advisor (Finance) and consists of IF Unit - I, IF Unit - II and the DDG Cell. The main activities of the Division include

  • Tendering financial advice on all matters involving government expenditure/concurrence to financial proposals of the Departments of Economic Affairs (DEA) and Financial Services (DFS) and their attached and subordinate offices.
  • Scrutiny of foreign deputation proposals of officers of DEA and DFS.
  • Monitoring and reviewing the progress of expenditure against sanctioned grant on a monthly and quarterly basis, ensuring compliance of instructions issued by the Department of Expenditure on economy/rationalisation of expenditure. Reviewing progress of schemes included in the Output Outcome Monitoring Framework  (OOMF) of Ministry of Finance.
  • Standing Committee of Parliament on Finance/PAC and Audit Paras.
  • Preparation of Budget and related work in respect of Grant No 30 - Department of Economic Affairs and Grant No.32 - Department of Financial Services.
  • Coordination, compilation and printing and laying in Parliament of the Detailed Demand for Grants (DDG) and the OOMF of the MoF.

Unit Wise Work Allocation

Integrated Finance Unit - I

All financial proposals of Department of Economic Affairs and its subordinate and attached offices, e.g. National Savings Institute, Securities Appellate Tribunal, Investment Commission and Constitutional body like the Finance Commission.

Handles all matters relating to Grant No. 30 - Department of Economic Affairs, i.e., -

  • Tendering financial advice on all matters involving expenditure.
  • Scrutiny of and concurrence to foreign deputation proposals of officers of Department of Economic Affairs including obtaining the approval of Screening Committee of Secretaries through Department of Expenditure.
  • Finalising Budget, Revised Budget and Supplementaries.
  • Expenditure control, monitoring of progress of expenditure and submitting monthly and quarterly progress reports to Secretary (EA).
  • Preparation of final requirements and surrender of savings and re-appropriation.
  • Preparation of appropriation and finance accounts.
  • Matters relating to Standing Committee of Parliament on Finance and PAC/Audit Paras in respect of DEA.
  • Monitoring and ensuring compliance of economy instructions issued by Department of Expenditure from time to time.

Detailed Demands for Grants (DDG) Cell

The Detailed Demands for Grants (DDG) Cell deals with the following items of work:

  • Compilation and printing of Detailed Demands for Grants and Output Outcome Monitoring Framework (for CS & CSS costing less than 500 Cr.) of the Ministry of Finance.
  • Coordination work In respect of Standing Committee of Parliament on Finance with regard to Detailed Demands for Grants of Ministry of Finance.
  • Compilation and printing work relating to the Statement made by the Hon’ble Finance Minister in both the Houses of Parliament regarding the status of implementation of recommendations contained in the Report of Standing Committee on Finance.
  • Numerical Monitoring of progress of settlement of C&AG Audit Paragraph and PAC Recommendations in respect of Department of Economic Affairs.

Handles all matters relating to Grant No. 32 - Department of Financial Services, i.e.:-

  • Tendering financial advice on all matters involving expenditure.
  • Scrutiny of and concurrence to foreign deputation proposals of officers of Department of Financial Services including obtaining the approval of Screening Committee of Secretaries through Department of Expenditure.
  • Finalising Budget, Revised Budget and Supplementaries.
  • Expenditure control, monitoring of progress of expenditure and submitting monthly and quarterly progress reports to Secretary (FS).
  • Preparation of final requirements and surrender of savings and re-appropriation.
  • Preparation of appropriation and finance accounts.
  • Matters relating to Standing Committee of Parliament on Finance and PAC/Audit Paras in respect of Department of Financial Services.
  • Monitoring and ensuring compliance of economy instructions issued by Department of Expenditure from time to time.
  • Monitoring of the progress of the various schemes under Grant No. 32 - Department of Financial Services.
