FUND BANK & ASIAN DEVELOPMENT BANK DIVISION

Fund Bank & Asian Development Bank Division primarily deals with the policy maters of World Bank, Asian Development Bank and International Monetary Fund. FB&ADB Division is the focal point in India for all engagements (i.e. Loans, credit, grants, programmes & technical assistance etc.) with IMF, World Bank and ADB. FB&ADB Division is also responsible for Reviewing of International Monetary Fund (IMF) resources and Bilateral surveillance of IMF. FB&ADB Division also deals with all maters including policy issues of the Global Fund, Global Alliance for Vaccines and Immunization (GAVI), Global Facility for Disaster Reduction and Recovery (GFDRR), and Global Development Network (GDN). FB&ADB Division has the sectoral charge of Ministry of Education, Ministry of Health and Family Welfare, Ministry of AYUSH, Department of Pharmaceuticals, Department of Drinking Water and Sanitation, Ministry of Earth Sciences and Southern States Kerala, Tamil Nadu, Karnataka, Andhra Pradesh and Telangana.

The Fund Bank & Asian Development Bank Division comprises the following Sections

International Monetary Fund (IMF)

  • All policy matters relating to the IMF Quotas, SDR Allocation and payment of subscription to the IMF.
  • Appointment of Governors/Alternate Governors/Executive Directors and Senior Advisors/Advisors to ED, IMF. Nomination of FM as India’s Governor and Governor, RBI as Alternate Governor of the Fund.
  • Bilateral Surveillance aspects with IMF viz., Annual Consultations with the IMF under Article IV, mid-year missions/staff visits, and other related activities. Review of Article IV outcomes of other countries.
  • All matters relating to communication and advice with the office of Executive Director IMF and advice on matters being deliberated upon in the IMF Board in respect of India and other countries.
  • All matters relating to Flagship Reports of IMF such as World Economic Outlook, Fiscal Monitor and Global Financial Stability Report
  • All matters relating to Spring/Annual meetings of IMF and meetings of International Monetary and Financial Committee (IMFC) of the IMF.
  • Formulation and consolidation of Government of India's position on IMF's assistance and interventions in different member countries.
  • All matters relating to Financial Transactions of IMF and communications with Budget Division and RBI for the same.
  • All budgetary matters relating to IMF for Financing facilities/Transaction of/with the IMF through borrowing arrangements such as New Arrangements to Borrow (NAB) and Note Purchase Agreement (NPA)/ Bilateral Borrowing Arrangements (BBAs) as well as Concessional lending arrangements such as Poverty Reduction Growth Trust.
  • Capacity Development: Engagement of India with IMF’s SARTTAC (South Asia Regional Training and Technical Assistance Centre) based in New Delhi, including participation in Steering Committee, host country approval for trainings conducted by IMF, Technical Assistance programmes of IMF, deputation/visits by foreign resource persons, policy matters, etc.
  • Engagement with IMF country office on various matters of coordination with IMF HQ, such as visit of IMF top management, Article IV Missions, etc.
  • All matters in respect of the assigned responsibilities relating to Parliament, Parliamentary Standing Committees, Audit issues, and RTI.
